
The Election Integrity Team of Alameda County, California (EITACCA) is dedicated to fostering a transparent and accountable electoral process by building a cooperative relationship with the Alameda County Registrar of Voters (ROV) and the ALCO Elections Commission. Our goal is to ensure lawful, accurate, honest, transparent, and timely elections by advocating for meaningful observation of all election procedures. We stand firm in our commitment to uphold the principle that every legal registered voter is entitled to one legal vote, counted securely and fairly, to preserve public confidence in the integrity of our elections.

Established in 2021, EITACCA has dedicated itself to understanding local election processes and Election Code, leading to a successful partnership with the Board of Supervisors in establishing an Election Commission, seated in 2024. Our team has developed expertise in election observation and data integrity, ensuring transparency and accountability. Ranked Choice Voting (RCV), often branded as "Instant Runoff Voting," is promoted as a fairer election method but lacks transparency and accountability. While supporters claim it reduces hostile campaigning and broadens voter choice, in practice, it often leads to ballot exhaustion when voters cannot rank every candidate. Additionally, the vote-counting process relies on proprietary, unauditable systems, raising concerns about election integrity. Our observations show that rather than increasing fairness, RCV creates confusion, disenfranchises voters, and undermines confidence in the electoral process.
In this video, Alameda County Registrar of Voters, Tim Dupuis, explains how the Voter’s Choice Act (VCA) allows voters to drop off their mail-in ballots at a drop box or in the mail up until Election Day, contributing to delays in tabulating and finalizing results. He details the step-by-step process each ballot undergoes, including verification, sorting, and processing, possible adjudication and curing which can take up to two or more weeks before a single vote is counted. This extended timeline is a key reason why election results in the county are not immediately available.
This video exposes how the Alameda County Registrar of Voters (ROV) fails to properly test election equipment before elections, conducting a public test with only six ballots and falsely claiming compliance with election law. In contrast, a Texas county is shown meticulously testing every machine, ensuring accuracy with bipartisan oversight and verification against a control document. Despite California Election Code (§15000-15004) allowing flexibility in testing procedures, Alameda County’s inadequate and non-transparent process, combined with misleading statements to a grand jury, raises serious ethical and accountability concerns.
